A 32-bit alternate break length in milliseconds that replaces the break_duration of the associated SCTE 35 splice_info_section. Zero leaves the original break_duration in place, and it is ignored except for spliceStart_normal and spliceStart_immediate. Added in SCTE 104 2022.
