When false, it asserts that splice_event_id follows the clause 9.9.3 event id constraints. When true, no such compliance is claimed.

Polarity trap: the binary flag and the XML @eventIdComplianceFlag attribute use opposite polarity. In the bitstream, 0 means splice_event_id complies with the clause 9.9.3 event id constraints and 1 means compliance is not specified; in XML the attribute set to true means it complies (XML true maps to binary 0) and false or omitted means not specified. Do not equate the XML boolean with the raw bit.
