SCTE 104/35 Codex

A segmentation descriptor can flag downstream handling limits for a segment. When the delivery_not_restricted_flag is false, three flags apply, web_delivery_allowed_flag, no_regional_blackout_flag, and archive_allowed_flag, alongside a device_restrictions group. When it is true, all of this is turned off and no restrictions are asserted. The flags only carry intent; enforcing them is left to systems outside SCTE 35.
