A splice can apply to the whole program at once, called Program Splice Mode, or to individual elementary streams listed one by one, called Component Splice Mode. Program mode is selected by program_splice_flag, or by program_segmentation_flag in a segmentation descriptor, and is what virtually all modern signaling uses. Component mode was deprecated in SCTE 35 2023r1, and new implementations should not produce its component loops; in earlier editions it was a valid, if rarely used, option.
